Flip-6 + Dynamic scaling

There hasn't been any activity on https://issues.apache.org/jira/browse/FLINK-4319 since September 21.

Any ETA on this? I required dynamic upscaling and downscaling based on the volume of data.

I am working on FLIP-6, and I can tell you that we are aiming at shipping it
